I would like to know the situation regarding Cuban applying for a visa to visit friends in Canada. Last information I had was that the visda department was closed and Cubans would have to go to Mexico to apply.

I have 2 friends that I know for more than 50 years and we were in the procvess of readying ppapers for them to apply when the visa department was closed.
Please advise what is new.I don,t want them to go to Mexico. thank you.
